L e 9 novembre 2003
Dear Committee,
We are writing to you
on behalf of Voice for Hearing Impaired Children with regards to
the changes which will be implemented to the new tax credit form.
After some recent communications with both Revenue Canada and the
Voice organization, we are most interested to participate in the
process which will see a new tax credit form be implemented for
use which will be more incllusive and user friendly.
Of course our particular
interest is to represent and advocate for chiidren who are hearing
impaired and use either hearing aid technology, or the newer cochlear
implant technology to communicate which essentially includes them
into the oral speaking world despite their disability. Having discussed
this unique situation with Revenue Canada regarding the proposed
new form, our interest is to ensure the inclusion criteria is encompassing
enough and not discriminatory to successful oral candidates, and
also to ensure that guidelines are set out to ensure uniformity
when health professionals are asked to complete the forms. Our experience
in the past has made us aware that both of these issues continue
to be a problem for hearing impaired children and their families.
We have reviewed the
submission by The Canadian Hearing Society and support their positon,
however we feel our organization can offer a unique perspective
in representing children who are hearing impaired but use oral communication
as a primary mode of communication. In these circumstances the disabilty
tax credit form becomes more difficult to clearly interpret.
We would hope that the
Technical Advisory Committee would welcome our comments on the proposed
new form and would be pleased to offer any assistance in its development.
We look forward to an update on the status of the draft form and
any information regarding date of implementation.
Yours truly,
Kathleen J. Walker M.D.
